Most of the parks in Tokyo have become small enclaves of homeless people. Mostly men, they are over 50, have lost there jobs, used up their savings, watched the wife move back to her aged parents or other relatives, lost the home and then purchased a blue plastic sheet. There is no social security in Japan. Unemployment allowance runs out after about 6 months.
